Final Policy Briefing on the EPBD

The final compromised text of the revised Energy Performance of the Buildings Directive (EPBD), resulting from the trialogue negotiations between the European Parliament and the European Council has been reached by the co-legislators on the 7th of December 2023. The final compromised text of the revised Energy Performance of the Buildings Directive (EPBD), resulting from the trialogue negotiations between the European Parliament and the European Council has been reached by the co-legislators on the 7th of December 2023.

The text still needs to be formally adopted by the European Parliament and European Council. The final publication of the text in the EU Official Journal is expected by the end of the first quarter of 2024. Then, it will be available on the official EU Law website EUR-Lex here.

Thereafter, Member States (MS) will have to transpose the new text into national law within two years of publication, thanks to the drafting of National Building Renovation Plans (NBRP), due by the 31st of December 2025, in compliance with point c. and d. of their NECPs (due June 2024).

The revision of the EPBD allowed updating the provisions for future-proof buildings in line with the EU 2030 climate targets and the objective of climate neutrality by 2050.

Since the release of the European Commission’s first proposal in December 2021, the text underwent two years of discussions and modifications and has been largely underwatered. However, it is the first step in the right direction, laying some useful foundations for the large-scale decarbonisation of the European building stock.

Buildings account for a third of EU energy demand and emit a third of the bloc’s greenhouse gases. Reducing those emissions to zero will be crucial to reach the EU’s objective of becoming climate neutral by 2050, therefore the revision of the EPBD is still much welcomed.
