Yet, despite these advancements, unleashing the full potential of cities and regions to champion climate action on the scale required remains a complex challenge.
Numerous barriers stand in the way of cities and regions translating their vision for decarbonised and resilient territories into tangible reality. However, amidst these obstacles lie promising opportunities and favourable conditions that municipal and regional authorities can harness to enact more impactful change.
An in-depth understanding of these dynamics is crucial for strategic planning, empowering cities and regions to spearhead ambitious sustainable energy initiatives with precision and efficacy, ensuring their timely and effective implementation.

Coordinated by TEESlab, the energy modelling, strategy, and policy analysis laboratory of the University of Piraeus (UPRC), this survey aims to delve into the factors influencing the implementation and acceleration of cities’ pledged actions. We seek to capture and compare the diverse perspectives of local administrators and relevant stakeholders who possess project management experience or other relevant roles in designing and implementing SECAP-related projects.
