Supporting energy efficient policies of multi-level governance, 14-03-2017

The event was co-organised in the framework of two HORIZON 2020 projects in which CRES participates as partner, Publenef and MultEE. Both projects refer national, regional and local level of governance as their main target group. The agenda included presentation of the project Publenef aim, target group, expected results, etc. and an overview of work done so far focusing on selected cases studies identified in WP2. A presentation of the project MultEE followed. At the end, there was a session for discussion, open and based on key issues CRES pointed out.

Objective & main programme point

The event was held with participation of representatives from the three levels of governance national, regional and local aiming to improve the policies designed and implemented towards energy efficiency. Besides, the event aimed to improve existing systems for monitoring and verification in energy efficiency sector.

The presentations were followed by an active discussion.
Main points were the evaluation of the results of the projects implemented in energy efficiency sector and the mechanisms used for the calculation of energy efficiency achieved and how these results contribute to the national targets for energy and climate. Furthermore, tools as the Energy Performance Certificates have been discussed, their use, the data one can take from their collection and elaboration. CRES Project managers for MultEE and Publenef asked Municipal representatives how the “set of priorities” process for the implementation of relative projects at local level is taking place and which are the barriers for the final realization of the projects. Opportunities that arise and interventions that will reduce significantly municipal costs were the main criteria referred.

Regarding the main barriers, lack of financing is between the top answers as well as legislative issues. The relatively new economic regulations for the Municipalities such as the obligation to have the Commissioner approval for the expenditures referred also as barrier.
The need for tools and common methodologies was stated from representatives from all the three levels of governance.

Presentations proved very interesting for the participants. There was an active discussion following them and after the end of the meeting bilateral discussions took place (between municipalities with common problems, to CRES or Ministry representatives asking for information, etc)

Regarding Publenef, the Municipalities of Ag. Dimitrios and the one of Nafplion expressed their interest to the project, both the roadmap (replication) and the tools. Possibilities will be examined the following months. The representative of the Municipality of Corinth (basic roadmap representative) hasn’t managed to participate at the end.
