Enhanced EPC assessment, certification and use

Building on your feedback on the QualDeEPC’s Green paper published in 2020, discover the advanced White Paper on good practice in EPC assessment, certification, and use.

On January 25th, 2021, the QualDeEPC consortium organised a workshop to discuss the propositions identified in the  Green Paper on Good Practice in EPC Assessment, Certification, and Use. Following this and a series of national workshops with national stakeholders, the project partners analysed the feedback received, added the results of the first pilot buildings, and published their conclusions in the White Paper on good practice in EPC assessment, certification, and use.

This White paper provides detailed analyses, policy proposals and descriptions of tools on the seven areas that the QualDeEPC project has identified as its priorities for the development of enhanced EPC schemes:

  • Improving the recommendations for renovation, which are provided on the EPCs, towards deep energy renovation
  • Online tool for comparing EPC recommendations to deep energy renovation recommendations
  • Creating Deep Renovation Network Platforms
  • Regular mandatory EPC assessor training (on assessment and renovation recommendations) required for certification/accreditation and registry
  • High user-friendliness of the EPC
  • Voluntary/mandatory advertising guidelines for EPCs
  • Improving compliance with the mandatory use of EPCs in real estate advertisements

For each topic, the situations in the partner countries were evaluated, measures for improvements were suggested, discussed, and tested. The major outcomes are:

The suggested improvements on EPC schemes available in the White Paper are the basis for the country-specific adaptation, discussion, and to the extent possible, implementation of the developed policy proposals.
