The goal of the “White Book on replicable One-Stop-Shop model” document is to facilitate the implementation of the Opengela Program in the Basque Country, exposing its operational characteristics, and main milestones and indicators to guide the Program’s scalability.

The information provided in Spanish is based on the tasks of Specific Requirements Gathering, where the following subtasks analyse the main aspects:

  • Legal and Administrative Regulation;
  • Social Dimension;
  • Technical Aspects;
  • Legal Framework and investment strategy for the Financial Instrument;
  • Results and Impact Monitoring;
  • Regional Coordination Board.

According to the Opengela Program, the main goal is to promote urban regeneration in the Basque Country, through the implementation of validated actions to advance towards an eco-sustainable housing stock, highlighting the social, economic, and environmental impact, aligned with the policies and priorities of the Basque Government.

With this approach, Opengela contributes to the urban regeneration sector, so that it becomes a driving force for economic recovery (with a particular focus on the creation of local jobs), being both environmentally and socially sustainable in CAPV.
